If a Penalty Charge Notice remains unpaid, a warrant of control may be issued in the vehicle keeper's name under the authority of the Traffic Enforcement Centre at Northampton County Court.

This warrant will be passed to the Council's enforcement agents, Equita Limited. They will contact the vehicle keeper to request payment. If payment is still not made they may instruct a certified enforcement agent to find another way to secure payment.

The disc parking scheme in operation throughout Cumbria gives drivers the opportunity to locate a short-stay parking space close to shops and local facilities, while encouraging the rapid turnover of available parking spaces.

When parking in a disc zone the motorist should indicate their time of arrival and clearly display this on the vehicle dashboard. Once the parking time has expired the vehicle must be moved from the zone for at least the time period specified by the sign before it returns.

What will happen if I park across a dropped kerb?
If you park across a dropped kerb, the Council's Civil Enforcement Officers will issue you with a Penalty Charge Notice. The Charge will be £70 which is reduced to £35 if paid within 14 days from the date of issue of the Penalty Charge Notice.

Can Blue Badge holders park across a dropped kerb?
No, if you have a blue badge and you park across a dropped kerb you will be issued with a Penalty Charge Notice.

Does this apply to every dropped kerb?
This applies to dropped kerbs which have been lowered to the level of the carriageway, for example pedestrian crossing points, with tactile slabs on the pavement. It also applies to crossing points denoted by white keep clear bars and others without additional markings where the footway has been lowered to the level of the carriageway. It also applies to cycle tracks that have been lowered to the level of the carriageway or where the carriageway has been raised to the level of the footway, cycle track or verge. This does not apply to private driveways.

Are there any exemptions to the above?
Yes, where the vehicle is:

  • parked wholly within a designated parking place or any other part of the carriageway where parking is specifically authorised, and therefore permitted
  • parked outside residential premises by or with the consent of the occupier
  • being used by the emergency services
  • being used for delivery of goods or loading or unloading to/from premises, where the delivery, or loading/unloading cannot be carried out without the vehicle being parked either partly or completely over a dropped kerb/pedestrian point and is parked for no longer than is necessary and for no more than 20 minutes
  • being used for any building operation, demolition or excavation; waste collection; removing of obstruction to traffic; road works, signage or lighting; or for undertaking works (gas, electricity, water or communication services), AND it cannot be so used without being parked either partly or completely over a dropped kerb/pedestrian crossing point and it is parked for no longer than is necessary.
